Legacy Health Endowment (LHE) is a newly-formed California non-profit public benefit corporation in Turlock, CA.  This Health Conversion Foundation is a direct result of the sale of Emanuel Medical Center (EMC) to Tenant Healthcare Corporation.  LHE’s mission is to better EMC’s historical service area (19 zip codes) through grant making to programs that provide health-care services, health related screening and testing, health related education, preventative services, medical education and medical research. 
 
Prior to its sale in 2014, EMC was a non-profit faith based hospital, founded in 1917 by the Evangelical Covenant Church (ECC) (www.covchurch.org).  It was an integral part of the Covenant Church’s Christian mission of providing healing to thousands of patients for nearly 100 years.  EMC continues to enjoy its mission of providing quality health care to the Turlock community under its new owners.
 
The proceeds of the EMC sale will fund LHE in increments.  A wind-down entity, EMC Health, will oversee a period of what is expected to be five to seven years as the final business of the hospital is completed.  EMC Health and LHE enjoy a close partnership, including a shared services model to leverage costs and efficiency.  Final funding for LHE is expected to be between $80 and $100 million dollars, and its primary focus will be in grant-making and impactful community programs.
 
Most importantly, LHE will continue the ECC’s mission of charitable giving in the Turlock Community.  The foundation is in its infancy, having formed a Board of Trustees (10 members) and established by-laws in the past year.  The next crucial step for the organization is to select its first leader, who will ensure that the legacy of healing will continue in the Turlock community. 
 

The Opportunity:  President and CEO
 
The President and CEO opportunity with Legacy Health Endowment is an exciting challenge for an entrepreneurial and visionary leader to build the foundation as it becomes a major grant making organization in California’s Great Central Valley.  The Board of Trustees is looking to this leader to guide and implement a strategic planning process, serve as the chief external face of the foundation as it establishes itself and its identity in the greater Turlock community, and establish grant making processes and procedures.  S/he will be expected to ensure that the mission of the endowment is fulfilled through grant making designed to support health and wellness initiatives and programs, as well as evaluating and overseeing potential endowment programs and fund investments.  The President and CEO is charged with clearly communicating LHE’s mission to the community and is directly accountable to the Board of Trustees. 
 
 
Performance Objectives
 
Visionary Leadership and Strategic Planning
  • In collaboration with the Board of Trustees, develop annual and long-term strategic plans that will support the mission and vision of LHE
  • Assist the Board in developing the Endowment’s vision through the identification of community health-related needs and evaluation of relevant grant proposals (invited and competitive)
  • Ensure that clear, appropriate and measurable goals are set which the Board can regularly use to evaluate the performance and impact of the Endowment
  • Conduct business consistent with the organization’s by-laws and governance policies, in a legally compliant, ethical and transparent manner.
    • Ensure that Endowment resources are used in a fiscally responsible manner
    • With the Board, develop the organization’s ethical standards; manage and, whenever possible, prevent ethical breaches
    • Through the creation of a transparent culture, prevent and navigate any conflicts of interest as they arise
  • Identify and advocate for the best grant making investment strategy to meet the Endowment’s goals and ensure that grant making is aligned with the mission of LHE
 
Board Relations
  • Establish and maintain a strong relationship with the Board of Trustees, allowing for a transparent partnership and effective governance
    • Responsible for the administration and coordination of all Board related business
  • Work with and provide training for the Board to create an overall culture of philanthropy and to enhance grant making activities
  • Communicate effectively and promptly with the Board; and serve as the strongest link of communication between Board members, staff, and the community at-large
  • Ensure that Board Members’ goals are aligned to the new vision as it is established
 
Community Outreach and Identity Management
  • Provide strategic leadership to the Endowment’s efforts to effectively package and communicate the mission, goals and accomplishments of LHE to the broader Community
  • Serve as an articulate, passionate and visible advocate and spokesperson for Legacy Health Endowment to regional and community organizations, health care and human services institutions, the business community and the media
  • Maintain active membership and a strong presence in professional organizations, community groups, and other spaces relevant to the work of LHE and its mission.
  • Fully integrate into the Turlock community, becoming a “known” entity to those who the Endowment is intended to serve
  • Promote Legacy Health Endowment to potential partners and evaluate the organization, financial and political viability of all potential partnerships
 
Organizational Leadership & Staff Management
  • Mentor and lead staff in maximizing their performance in executing operational aspects of LHE.
    • A shared staffing model is in development between EMC Health and LHE; there are currently four staff positions allocated to be shared between the EMC Health President & CEO and LHE’s, however, this may change or expand as the Endowment grows and develops
  • Evaluate policies, roles and infrastructure, ensuring roles are clearly defined and accountable, to achieve maximum impact of the Endowment’s vision and strategic plan
  • Develop transparent processes for grants management, including diligence, oversight and evaluation
  • Award, oversee and document grants, ensuring legal compliance and strict ethical standard adherence
    • Identify and manage any legal issues as they arise with General Counsel
  • Develop successful working relationships and communicate effectively with representatives from grant receiving organizations
    • Provide guidance and evaluation tools to grantees to assist in the evaluation of the use of Endowment funds
 
Financial Management
  • Oversee financial elements of the Endowment; assure responsible fiscal management and reporting, investment stewardship and oversight, budget preparation and adhere to audit and national foundation standards
  • Demonstrate efficient use of all organizational resources; establish internal controls and record keeping; and ensure and manage external financial reviews and audits.
  • Ensure appropriate review, including compliance with reporting requirements in accordance with laws and regulations.
  • Assess accounting and investment performance and communicate findings and recommendations effectively with investment committee and financial advisors
 
The Qualified Candidate
 
Legacy Health Endowment is in search of a dynamic, energetic, and visionary leader to help propel the mission of the foundation forward and firmly establish it as a vibrant community partner.  The first President and CEO will bring a genuine commitment to the community coupled with experienced leadership and an executive level skill set.  The ideal candidate will have effective relationship building and interpersonal skills; prior experience in Board leadership and development; background in working with grant making entities; best practices in institutional management; and a strong financial acumen. 
 
Immersion in the Turlock community will be vital to the success of LHE’s President & CEO.  Previous experience with start-up foundations would be ideal, as would experience in the health care industry.
 
 
Specific Requirements Include:
  • A Bachelor’s degree is required, with relevant advanced training or degree in business or nonprofit administration/management strongly preferred.
  • Proven ability to build strong external relationships with a variety of constituencies, and serve as the chief advocate/spokesperson on behalf of Legacy Health Endowment
    • A minimum of 5-7 years of organizational leadership experience in foundations, non-profit, or healthcare organizations is required.
  • Mandatory experience of at least two years as a corporate officer of an endowment, grant making foundation, or community foundation with net assets of at least $10 million dollars.
  • Proven experience in financial management, stewardship, and developing internal controls and compliance.
    • Demonstrated ability to develop a highly productive, effective team by mentoring staff, building teams and enhancing professionalism.
    • Entrepreneurial spirit, creative problem solver, strong collaborator, and relationship builder.
    • Excellent interpersonal, oral, and written communication and presentation skills.
    • Full immersion in the Turlock civic, community and business activities will be required.

Stanislaus County is located in the Central Valley of California. Census data in recent years put the County population at just over one-half million.  The county seat is Modesto.
