Human Resource and Business Manager

When the City of Chicago established Chicago Access Network Television (CAN TV) in 1983, it placed a high priority on community involvement in cable television.  Now in its 33rd year, over 18,000 residents and 5,000 nonprofit members have taken advantage of the training at CAN TV and many thousands more use its channels.  CAN TV helps people adapt to a changing multi-media environment by teaching skills toward independent use of media, expanding the diversity of voices, ideas and opinions on CAN TV and online.  The organization recently moved to a new facility at 1309 S. Wood St. in the Illinois Medical District, which is built to serve the local community with the latest digital tools in a modern, multi-use space.     
 
The Opportunity: Human Resource and Business Manager
 
The Human Resource and Business Manager is responsible for all day-to-day human resource related functions including benefits administration, employee relations, training and development, performance management, onboarding, policy implementation, recruitment/employment, employment law and union contract compliance, as well as long-term workplace planning.  S/he is also responsible for overseeing office administration activities, and supporting accounting and finance functions. 
 
The Human Resource and Business Manager reports to the Associate Executive Director and directly supervises the front office staff.
 
 
 
Performance Objectives
 
Human Resources
  • Administers, communicates, and maintains human resource policies and procedures in compliance with the Employee Handbook and union contract.
  • Performs benefit administration to include claims resolution, change reporting, approving invoices for payment, communicating changes to employees and coordinating open enrollment.
  • Manages payroll, with attention to employee leaves, the transit program, 401K education and enrollment, and health insurance deductions.
  • Conducts recruitment efforts and new employee orientation and onboarding process. 
  • Prepares required reports, including statistical and  Equal Employment Opportunity reports. 
  • Maintains and audits personnel, independent contractor, benefit, and training files to ensure compliance with approved agency policies, standards and local, state and federal regulations.
  • Provides consultation and support to supervisors to resolve employee concerns and advance staff development.
  • Manages the agency-wide staff performance evaluation process.
  • Carries out employee termination process, including paperwork and exit interviews.
  • Oversees the staff grievance and complaint process, ensuring timely resolution.  
  • Maintains knowledge of legal requirements and government reporting regulations affecting human resource functions. 
 
General Administration and Leadership
  • Support the mission, vision and values of the organization.
  • Oversee the day-to-day operations of the business office to assure efficiency, accuracy and excellent customer service.
  • Supervise front office staff.
  • Handle purchasing, leasing, and repair of office equipment. 
  • Oversee membership program.
  • Maintain Board of Directors’ files and records, maintaining confidentiality as needed.
  • Oversee preparation of materials and room set up for Board and committee meetings. 
  • Other duties as assigned.
 
Finance and Accounting
  • Manage general bookkeeping activities such as bank deposits, accounts payable, accounts receivable, and account reconciliation. 
  • Handle PayPal and merchant services account.
  • Assist with preparation for annual audit.
 
The Qualified Candidate
 
CAN TV seeks a Human Resource and Business Manager who will foster a workplace environment consistent with the vision and mission of the organization and build relationships with leadership to strategically and effectively facilitate integration of human resource best practices. The successful candidate will have a demonstrated ability to establish and maintain an HR system with consistent practices, efficient operations, and streamlined processes across the organization.
 
Prior knowledge and experience with unions and contract compliance is a plus, and a proven track record of monitoring industry standards and trends is required. The ideal candidate will bring knowledge of best practices and a proactive and relational approach to the role. HR experience in a nonprofit environment is strongly preferred.
 
Specific Requirements Include:
  • Passion for CAN TV’s mission, coupled with strong leadership skills.
  • Three to five years of progressive experience in human resources.
  • Excellent written and oral communication skills.
  • Bachelor’s Degree required.
  • Professional certification such as SHRM-CP, SCP, PHR, SPHR or equivalent is preferred.  If not, the ability to secure certification within the first year of employment.
  • Ability to develop and successfully implement effective human resource initiatives to achieve and support agency goals.
  • Ability to effectively multi-task in a fast-paced environment.
  • Working knowledge and understanding of federal, state and local labor laws.
  • Ability to relate to and effectively interact with all levels of a highly diverse workforce.
  • Creative problem solver and team player whose actions help ensure the fulfillment of the mission of CAN TV.
  • Ability to build trust and respect with management and staff.
 
CAN TV’s office hours are 10:00AM to 7:00PM.  This position offers a competitive salary with excellent benefits.
